Dr. Phelps has over 25 years of experience in designing and developing digital technologies to support health and science companies and government institutions. She founded Health eDesigns LLC, in 2009 after 9 years as Faculty at UTHealth, where she used emerging technologies to create innovative technologies to help people learn and change behavior. Her expertise has helped many universities and government agencies, such as the Veterans Administration, to use web and mobile technology to present their science or health projects to the public, help train their staff and professionals in a way that is effective, scalable, trackable and cost effective over time, and to help biotech and health startups have the digital tools they need to do fundraising.

Dr. Phelps is trained in the health sciences, her degree is in Pharmacology with a focus on Neuroscience and Learning and Memory. She has been using her diverse skills to bring a fresh design approach to technology through the use of the sciences of human behavior.
